Superior courts cast a wary eye at Newsom’s CARE court initiative
“We anticipate that tens of thousands of Californians, more than the 7,000 to 12,000 estimated, will qualify for this court and that our judicial branch will be overwhelmed by the scores more referrals by cities and concerned family members,” Michelle Doty Cabrera, executive director of the California Behavioral Health Directors Association, said during an Assembly Judiciary Committee debate on SB 1338 in June.




For years, courts have complained that state lawmakers have piled on more responsibilities without providing the additional money to carry them out. Now some worry that CARE Court, a key part of Gov. Gavin Newsom’s homeless initiative, could be the next chapter in that story.
