Governor signs record 997 new laws, including major overhauls
Among the coming changes are how the state addresses crime, homelessness, mental health, climate change, abortion and other issues. The onslaught of bills also comes despite Gov. Gavin Newsom vetoing 15% of the bills before him, a relatively high number by historical standards.




Gov. Gavin Newsom signed 997 new laws in 2022. This is the most since Gov. Jerry Brown’s last year in office in 2018.
Newsom signed just 372 laws during the pandemic-shortened 2020 legislative year — the fewest since the 1960s — and 770 last year. Since 2005, California governors have signed an average of 811 laws each year.
