Union accuses state of using too many retirees to fill jobs

"CalHR has allowed, and continues to allow state departments to employ RAs earlier than 180 days after their respective retirement date," Sacramento attorney Patrick J. Whalen wrote in the complaint.

A union has sued the state for allegedly filling too many legal jobs with retirees. Such litigation could become more common, due in part to a tight labor market and an aging state workforce.
