State sued over fees for outsourced summer school classes

The lawsuit, filed by Public Counsel in Los Angeles County Superior Court, accuses school districts of using summer school programs operated by educational foundations to skirt the free public education mandate and funnel money into their coffers.

Lawyers representing two students and a parent are suing the California Department of Education, alleging that outsourced summer school programs violate the state's mandate of free public education by charging hundreds of dollars per course.
