Could fight over People’s Park bring CEQA changes?
Justice Gordon B. Burns, writing for a unanimous panel, ruled the university failed to consider alternative sites for the housing project and also did not consider the impact of noisy students on the neighborhood.




The tortured, decadeslong dispute over a famous plot of land a few blocks south of the UC Berkeley campus may be headed to the state Supreme Court, and possibly even prompt a change in the California Environmental Quality Act.
A 1st District Court of Appeal panel ruled Friday that the university’s environmental impact report for proposed construction of a student housing complex on People’s Park was inadequate, leaving the project in limbo....
