Challenge to Fresno highway upgrade cites new clean air law
The plan would direct more truck traffic into a pair of low income, largely Latino communities called Calwa and Malaga, according to the lawsuit. In 2018 and 2019, the Air Resources Board and the San Joaquin Valley Air Pollution Control District designated the area as one of the first in the state that should be targeted for emissions reductions under AB 617.
