Disbarred lawyer challenges repayment of security fund

Julius M. Engel is alleging the State Bar won’t reinstate him until he repays funds the agency gave to a former client, though a State Bar judge ruled three years ago the funds were Engel’s earned fees.

Disbarred attorney Julius M. Engel is claiming double jeopardy by the State Bar for requiring him to reimburse the Client Security Fund for a $2,000 payment to a bankruptcy client in order to be reinstated.

Engel, who is representing himself, said a State Bar Court already found the $2,000 was his earned fees and had dismissed the bar’s accusation on that matter in 2020.
