California federal courts appear to be waiting for additional appellate guidance before evaluating the claims of lawsuits challenging cannabis social equity programs in two cities.

Some municipalities across the country, including Los Angeles and Sacramento, are introducing cannabis licensing programs that say they aim to take into account the disproportionate impact of the “war on drugs” on various communities.
