AB 587 passed on a combined 99-3 vote in the California Assembly and Senate, with several Republicans voting yes. But a Senate Judiciary Committee analysis noted several potential legal obstacles the law might face, including the First Amendment and Section 230 of the Communications Decency Act of 1996.
