LA judge facing conundrums on cash bail injunction request

“I hasten to add that the court is not a policymaking institution. This goes back to my Day One conversation about separation of powers. There are organs of government who are far better than Judge Riff in Department 7 to figure out what is the best way to run a pre-arraignment detention or non-detention program,” Los Angeles County Judge Lawrence P. Riff said.

The Los Angeles judge presiding over a challenge to the county’s pre-arraignment cash bail schedule appears to be in a conundrum as he weighs the pros and cons of a preliminary injunction request.

Judge Lawrence P. Riff has said he wants to move quickly, given the hundreds of people behind bars who do not have the means to buy their freedom as they wait to be arraigned. But proceedings have been anything but quick.
