The U.S. Senate voted Thursday afternoon to cut off debate on the nomination of University of Montana professor Anthony D. Johnstone to the 9th U.S. Circuit Court of Appeals, setting up a final confirmation vote Monday.
If confirmed, Johnstone would replace Judge Sidney R. Thomas in the Montana seat on the appellate court. Thomas, a former chief judge of the court who was appointed by President Bill Clinton, would take senior status.
