Attorney says bar violated ADA by harassing him over sanctions

U.S. District Judge Michael W. Fitzgerald in Los Angeles advised both parties at the start of the hearing that his tentative ruling is: The sovereign immunity principle deprives him of jurisdiction in this case as the State Bar is an arm of the California government.

The California State Bar asked a federal judge Monday to dismiss a lawsuit brought against it by a Los Angeles attorney who said he has been threatened and harassed by the agency over about $500,000 in sanctions and alleged its actions violate the U.S. disabilities law because of his mental difficulties.
