State agrees to $24 million settlement with the family of a man who died in CHP custody

Attorneys say a $24 million settlement reached with the state on behalf of the family of a man who died while being restrained by California Highway Patrol officers in 2020 is the largest civil-rights settlement in California history, their lawyers said Tuesday.
