City asks high court to review ruling on beach bullying
“If public entities can now be found liable for violating the Coastal Act based upon the conduct of private citizens on public property, they will be exposed to the potentially significant civil and daily fines imposed by the Coastal Act,” the city of Palos Verdes Estates said in its petition.




A Coastal Act beach access case arising from an area in Los Angeles County where surfers have been accused of attacking visitors to keep the area exclusive could end up before the California Supreme Court.
The city of Palos Verdes Estates has petitioned the state’s top court to review an appellate opinion that it says is unenforceable and exposes coastal cities in California to massive liability.
