Bills to boost housing pass amid governor-environmentalists rift

The Senate passed, 29-5, one of the most closely watched housing bills. SB 423 by Sen. Scott Wiener, D-San Francisco, would extend the sunset date on his 2017 law, SB 35, until 2036. That law streamlines the process for housing development and allows housing to sometimes sidestep the review process under the California Environmental Quality Act.

California lawmakers advanced several bills on Wednesday designed to increase the state’s housing supply. But a growing rift between Gov. Gavin Newsom and environmentalists who derailed his plans to streamline the state’s best-known environmental law could foreshadow some surprising vetoes this fall.
