Out-of-state attorneys who have been disbarred or are under discipline may be given a more forgiving pathway to California licensure according to the State Bar’s proposed change in language for the required moral character evaluation. The changes would allow troubled out-of-state attorneys to ask the California bar to rule on their moral character before they have cleared up their problems at home.
