Supreme Court won’t hear challenge to municipal liability

Two surfers sued Palos Verdes Estates, saying officials did not stop local surfers from attacking visitors to keep the beach and its waves for themselves.

A beach access dispute between surfers and the city of Palos Verdes Estates is going back to the Los Angeles County Superior Court.

The state Supreme Court on Wednesday denied a petition to review an appellate opinion that Palos Verdes Estates says is unenforceable and exposes it and other coastal cities in California to massive liability.
