Unions are exploiting CEQA to pressure developers, lawyers say
“The California trades associations have successfully opposed every bill in Sacramento that would have led to meaningful CEQA reform. And the reason they do that is so they can do what they’re doing,” said Robert W. Selna, who represents real estate developers.




The California Environmental Quality Act was designed to protect the environment. But attorneys who defend these cases say the act is being exploited by trade unions to extract concessions from property developers for their workers.
One example cited was a 2018 lawsuit a labor and trade union filed against the City of Los Angeles, seeking a court order vacating approval for a mixed-use development on 8.9 acres in Panorama City.
