Railroads oppose new state engine emission limits

The California Air Resources Board regulations single out one of the cleanest transportation systems in the country, argued Hayes P. Hyde of Goodwin Procter LLP.

Two railroad organizations want to derail California’s new regulations for locomotive emissions, saying they are preempted by federal law.
