Activists accuse judge of ethics violation over letter regarding homeless

Sacramento County Presiding Judge Michael G. Bowman told the mayor that homeless people encamped around the courthouse are an impediment to access to justice.

A homeless advocacy group says a letter Sacramento County Presiding Judge Michael G. Bowman sent to the mayor urging him to clean up encampments around the courthouse may have violated judicial ethics.
