Ballot measure on LA County budget is legal, panel says
“Because the Charter amendment enacted by Measure J defines the powers of the county’s board in the context of adopting a budget — and because it does not incapacitate the county from performing any functions required by statute — it is a valid exercise of the county’s constitutional authority,” Justice Lee Smalley Edmon wrote for the unanimous panel.
