Huntington Beach says appeal court 'wrong' on charter cities

“Article 14 of the government codes do not apply to charter cities, and all you have to do is look at Article 13. That says the entire chapter … does not apply to charter cities. So the Court of Appeal got it wrong,” Huntington Beach City Attorney Michael Gates said.

Huntington Beach suffered a blow in a legal battle with the state, as the 4th District Court of Appeal affirmed Thursday that charter cities are not exempt from speedy review of challenges to noncompliant housing elements.
