Democrats add poison pills to retail theft bills

Negotiations to head off a voter initiative to roll back Proposition 47 appear to have stalled.

Democratic lawmakers added poison pill amendments to at least 10 retail theft bills this week. The maneuvers came amidst growing evidence of a breakdown in negotiations to remove from the November ballot a voter initiative that would roll back Proposition 47.
