Court ruling highlights California's 'schizophrenic' approach to oil regulation

Experts say a recent ruling in Los Angeles invalidating a local ban on oil drilling highlights the tension between city- and state-level regulations.

A ruling by a Los Angeles County judge blocking a ban on oil drilling is the latest manifestation of inconsistent state policy on the regulation of oil drilling, some attorneys say. However, Superior Court Judge Curtis A. Kin's decision that the state, not the city of Los Angeles, has the authority to regulate the practice may not survive ongoing efforts to scale back drilling.
