Sites Reservoir project puts new laws to the test

Donald B. Mooney, representing the Friends of the River, told appellate justices that new laws speeding up environmental review did not amount to an exemption from CEQA.

A long-sought reservoir is providing a key test of California's new streamlined environmental review process.

Justices of the 3rd District Court of Appeal heard arguments on Tuesday over the Sites Reservoir. The proposed project would cover 14,000 acres in Colusa and Glenn counties, require two large dams and cost about $4 billion in state, federal and local funds. It was first proposed in the 1950s and would be the largest new water project in the state in decades.
