There is a man in Florida named Fane Lozman who seems to constantly be in trouble with his hometown, the City of Riviera Beach. If that were all, there would be no story. There is, of course, more. Lozman actually succeeded in convincing the United States Supreme Court to accept two disputes with the city on the merits, and he convinced them to rule in his favor in both of them.
