A consent form to opt out of a U.S. magistrate judge handling a randomly assigned civil case in the Central District of California requires a timely signature from only one of the litigant parties to transfer to a district judge, a panel of magistrate judges told a webinar sponsored by the Federal Bar Association: Los Angeles Chapter on Thursday.
