Challenge to LA's shelter units in parking lot denied writ of mandamus

"Depending on their nature, an agency may be able to waive its own procedural failures," and it appeared the city did so, concluding the project meets its criteria, Judge James C. Chalfant ruled.

A Los Angeles judge denied mandamus for a community coalition challenging the city's approval of a homeless shelter space in a West Los Angeles parking lot. The plaintiffs argued that the specifications for the project would turn it into a permanent site.
