Disbarment recommended for attorney who filed suit in LADWP water bill scandal

Michael J. Libman, the only attorney in the Los Angeles water billing litigation scandal ordered to disgorge his fees, was recommended for disbarment.

A State Bar judge recommended Tarzana attorney Michael J. Libman be disbarred and fined for his alleged role in the corrupt litigation that stemmed from a faulty Los Angeles water billing system in 2013.

Though he denies having any knowledge or participation in the scheme, Libman is accused of colluding with counsel for the city and the Department of Water and Power to push through a $67 million class settlement that was reached shortly after the litigation was initiated in 2015. ...
