The Los Angeles County Board of Supervisors on Tuesday approved a $4 billion settlement for 6,800 survivors of decades-long sexual abuse at MacLaren juvenile hall and other county-run facilities -- even as officials face rising fiscal pressures.
"This settlement recommendation before us today is historic and not in a good way," Fifth District Supervisor Kathryn Barger said.
