LA overstepped in reversing hotel's commercial status, judge says
A Los Angeles County judge found the decision should have been challenged through the courts, not reversed internally. The court rejected arguments that the move was a quasi-legislative exercise of police power.




A Los Angeles County judge has ruled that the city overstepped its authority when it reversed a prior decision allowing a downtown hotel to operate commercially, finding the city should have sought judicial review rather than acting unilaterally.
Judge Curtis A. Kin ruled that the city exceeded its authority when it rescinded the commercial designation that had been granted to the hotel by a general manager hearing officer, or GMHO.
