Controller's outside counsel hire challenged by personnel board

The State Controller's Office faces a legal challenge for hiring outside counsel, with the State Personnel Board arguing improper service and excessive costs, as a judge questions the attorney general's role.

An attorney for the State Personnel Board had plenty to say at a delayed hearing challenging its order that the State Controller's Office stop using outside counsel in a personnel case. Meanwhile, the judge in the case said it is unclear what responsibilities California's attorney general has to represent other state constitutional officers.
