California budget spares courts, sets stage for legal battles

California's budget deal avoids major court cuts, authorizes courthouse sales, and allocates $30 million for Proposition 36, but ongoing funding disputes and housing law changes may bring up legal battles.

The courts escaped any further major new cuts in a state budget deal reached this week. But even with final votes coming in the next few days, the budget could remain a work in progress for months because of financial uncertainty.
