Attorney to appeal ruling upholding State Bar's ban on inactive neutrals

An appellate court upheld a 2005 State Bar policy keeping inactive licensees from working as mediators or arbitrators -- a rule now facing a potential high court challenge.

The attorney for a man challenging a State Bar policy that prevents inactive attorneys from serving as neutrals said Tuesday he will appeal.
