A Solano County judge improperly solicited a Marsden motion from a murder defendant and disparaged, in open court, the public defender who had filed two disqualification motions, the Commission on Judicial Performance said.
The admonishment was released Tuesday, eight months after Robert S. Bowers retired from the bench after 21 years, including a term as the court's presiding judge.
