Privacy agency subpoenas Tractor Supply in test of retroactive enforcement powers
The California Privacy Protection Agency is seeking court enforcement of a subpoena in a dispute over whether its authority under the state's landmark privacy law extends to conduct that occurred before 2023.




In a potentially pivotal test of its enforcement authority, the California Privacy Protection Agency has filed an investigative subpoena against Tractor Supply Company.
The move came after the home improvement chain claimed the agency could not enforce its investigative powers retroactively. Four years ago, a federal judge ruled the California Consumer Privacy Act lacked a retroactivity clause.
