Surf school sues state over exclusive beach teaching rights

A San Diego surf school claims California State Parks' decades-old system of exclusive teaching contracts violates free speech and equal protection. The case, filed by Wavehuggers LLC, is the second federal challenge this year to government restrictions on paid surf lessons, both backed by Pacific Legal Foundation attorneys.

A San Diego surf school is challenging California's decades-old restrictions on beach instruction, the second federal lawsuit this year to test the limits of government control over paid surf lessons. Both cases are backed by Pacific Legal Foundation attorney Caleb Trotter, who argues state and local agencies are unconstitutionally handpicking who can earn a living on public beaches.
