Norwalk settled a state lawsuit over its housing moratorium, agreeing to repeal restrictions and invest in housing, in a case officials say signals strict enforcement of California's housing laws.





California officials and the City of Norwalk have struck a deal to end a legal battle over the city's zoning policies, marking the close of another test case in the state's push to persuade cities to follow its housing laws.
The stipulated judgment requires Norwalk to roll back restrictions on emergency shelters and supportive housing, invest in a local housing trust fund, and overhaul its housing plans.
