9th Circuit appears split over Oxnard campaign contribution limits

Judges pressed both sides in an en banc hearing over Oxnard's Measure B, a voter-backed law capping campaign contributions that a panel struck down last year.

A 9th U.S. Circuit Court of Appeals en banc panel appeared closely divided Tuesday afternoon about whether an initiative approved in 2020 by Oxnard voters, which imposed limits on campaign contributions by individuals and political action committees, violated the First Amendment.
