Federal courts in California enter "phase two" of shutdown operations Monday, furloughing staff and scaling back functions after funding expired, though judges will continue hearing cases under constitutional obligations.

Federal courts in California entered "phase two" of their U.S. government shutdown response Monday, a move that will furlough staff and scale back operations as available funds expired Friday.

On Oct. 1, after the Senate failed to pass a continuing resolution to temporarily fund the government, federal officials said the courts could continue paid operations through Oct. 17.
