SF courts' low clearance rates blamed on lack of resolution, not filings

San Francisco conflict panel director Julie Traun told Judge Harry Dorfman that record-low felony clearance rates--not higher filings--are driving the county's defense lawyer shortage, warning the criminal justice system "cannot survive if everything goes to trial."

The director of San Francisco's criminal defense conflict panel told a judge Monday that the lawyer shortage in the county's defense system is not due to increased case filings, but the poor clearance rate of felony cases before the court.
