Vallejo, American Canyon clash over CEQA, water use in dual appeals

Two appellate cases could shape how far cities may go to approve development without environmental review, as Vallejo challenges American Canyon's water supply disclosures and voter-backed Measure K.

SACRAMENTO--The cities of Vallejo and American Canyon are locked in multi-case litigation that could change the shape of the California Environmental Quality Act and water use.

In one appellate case in the 1st District Court of Appeal, justices will consider whether American Canyon illegally let its voters sidestep CEQA with a 2024 initiative called Measure K.
