Panel seeks overhaul of Racial Justice Act after troubled rollout
A state advisory committee says confusion over appellate review and access to criminal justice data has stalled Racial Justice Act litigation and is recommending statutory changes to help courts reach claims on the merits.
The Committee on Revision of the Penal Code wants to fix California's Racial Justice Act -- so courts will use it.
"I think the Racial Justice Act is one of the most important pieces of legislation California has passed in the past decade," Chair Michael Romano said Friday. "Sadly, almost nobody has received any benefit from its application."
