Tobacco giants move California filter pollution lawsuits to federal court

Philip Morris and R.J. Reynolds argue lawsuits by Sacramento County and Fresno over pollution from discarded cigarette filters raise substantial federal questions because the FDA regulates cigarette design.

The nation's two largest tobacco companies have moved lawsuits accusing them of contributing to cigarette-filter pollution from state to federal court, arguing the cases require judges to resolve substantial questions of federal tobacco regulation.
