The 9th U.S. Circuit Court of Appeals on Friday refused to reconsider a landmark ruling requiring the Department of Veterans Affairs to provide thousands of housing units for disabled homeless veterans in Los Angeles, drawing sharp dissents that accused the court of stretching disability law and class-action rules beyond their limits.
