Insurance Industry Vastly Outspends Measure's Supporters

A look at the spending in a ballot measure battle.

The measure, still unnumbered at press time, would require health insurers to get state approval for rate changes (except on employer-sponsored, large-group plans). Through April, donors supporting the measure included unions, consumer groups, and four individuals who gave $100 apiece. All the contributions to defeat the measure came from insurance companies.
