• AB 451, Calderon. Insurance: license examinations. This bill requires, beginning January 1, 2024, the examination for the license for a life agent, accident and health or sickness agent, property broker- agent, and casualty broker-agent to be provided in English, Spanish, Simplified Chinese, Vietnamese, Korean, and, commencing July 1, 2024, Tagalog. An act to amend Section 1677 of the Insurance Code, relating to insurance.

• AB 571, Petrie-Norris. Medical malpractice insurance. Prohibits insurers from refusing to provide professional liability coverage to health care providers or from imposing a surcharge on health care providers, because they offer abortion, contraception, or gender-affirming services, as specified. An act to add Section 11589.1 to the Insurance Code, relating to insurance.

• AB 844, Gipson. Zero-emission trucks: insurance. Requires the Department of Insurance (CDI) and the state Air Resources Board (CARB) to coordinate on activities related to insurance policies for medium- and heavy-duty zero-emission vehicles. An act to add Article 10.9 (commencing with Section 938) to Chapter 1 of Part 2 of Division 1 of the Insurance Code, relating to insurance.

• AB 917, Ortega. Low-cost automobile insurance program. Makes permanent the California Low-Cost Auto (CLCA) Insurance program. Eliminates the January 1, 2025 sunset date. Requires the California Department of Insurance (CDI) to submit a report to the Legislature on an annual basis, on or before March 15, 2024, March 15, 2025, and March 15, 2026, and every five years thereafter, beginning with the report due on or before March 15, 2031. An act to amend Sections 11629.81 and 11629.85 of, and to repeal Section 11629.89 of, the Insurance Code, relating to insurance.

• AB 1140, Committee on Insurance. Insurance. This is the annual insurance omnibus bill, which includes several changes that are non-controversial, technical, or otherwise classified as code cleanup. An act to amend Sections 922.425, 927, 927.1, 927.2, 927.3, 927.4, 1280.7, 1652, 1678, 1821, 1872.41, 1877.3, 10113.2, 11622, 12830, and 12921.8 of, and to add Section 805 to, the Insurance Code, to amend Section 1236 of the Unemployment Insurance Code, to amend Sections 16056, 16451, and 16500 of the Vehicle Code, and to amend Section 22005.1 of the Welfare and Institutions Code, relating to insurance.

• AB 1578, Valencia. Insurance licensees. This bill clarifies a provision enacted last year that the license number of an organizational licensee must appear adjacent to or below the organization's name in an email only if the email is sent from the organization and not an individual licensee. An act to amend Section 1725.5 of the Insurance Code, relating to insurance. 2023 Senate Insurance Laws • SB 505. Rubio. Property insurance. This bill requires, by July 1, 2024, the Fair Access to Insurance Requirements (FAIR) Plan to establish a clearinghouse program for commercial insurance policies. An act to amend Section 10095 of the Insurance Code, relating to insurance.

• SB 743, Nguyen. Insurance: false and fraudulent claims. This bill clarifies when an insurer must disclose that it is a crime to knowingly present false and fraudulent information to obtain or amend insurance coverage. Specifically, this bill requires the disclosure statement be provided on a form upon which a person seeks to amend insurance coverage under an existing policy, instead of when a person seeks to make a change to an existing policy. An act to amend Section 1871.2 of the Insurance Code, relating to insurance.

• SB 793, Glazer. Insurance: privacy notices and personal information. This bill allows a qualifying insurer to send its customers an annual privacy notice only when the insurer's privacy policy has changed, conforming state law to federal law. An act to add Section 791.045 to the Insurance Code, relating to insurance.
