• AB 1, McKinnor. Collective bargaining: Legislature. Establishes the Legislature Employer-Employee Relations Act (LEERA) for the purpose of promoting full communication between employees of the Assembly and Senate, respectively, and their employers by providing a reasonable method of resolving disputes regarding wages, hours, and other terms and conditions of employment through a prescribed process for representation and collective bargaining, among other provisions. An act to add Chapter 12.5 (commencing with Section 3599.50) to Division 4 of Title 1 of the Government Code, relating to the Legislature.

• AB 56, Lackey. Victim's compensation: emotional injuries. This bill expands eligibility for victim compensation to include emotional injuries from specified felony violations including attempted murder, kidnapping, stalking, and sexual assault. An act to amend Section 13955 of the Government Code, relating to victim's compensation, and making an appropriation therefor.

• AB 96, Kalra. Public employment: local public transit agencies: autonomous transit vehicle technology. Requires a public transit employer to provide written notice to an exclusive representative of the workforce affected by autonomous transit vehicle technology, and that collective bargaining commence within a certain timeframe, among other provisions. • AB 258, Reyes. Economic development: small businesses: Small Business Information Act: internet web portal. This bill creates an internet web portal on the Governor's Office of Economic Development's (GO-Biz) website to support small businesses in locating access to appropriate resources, as specified in consultation with the Office of Small Business Advocate (O• SBA) and to be led by the Small Business Advocate (Advocate). • AB 261, Kalra. Mushrooms. This bill establishes the California Golden Chanterelle (Cantharellus californicus) as the official state mushroom. An act to add Section 425.11 to the Government Code, relating to state government.

• AB 281, Grayson. Planning and zoning: housing: postentitlement phase permits. This bill requires special districts to comply with specified timeframes, similar to those for cities and counties, when reviewing and approving postentitlement phase permit applications from housing developers. An act to add Section 65913.3.1 to the Government Code, relating to planning and zoning.

• AB 334, Blanca Rubio. Public contracts: conflicts of interest. Clarifies the circumstances under which a public entity that employed an independent contractor for one phase of a project may contract with that same contractor for a subsequent phase of the same project without violating a state law prohibiting conflicts of interests in public contracts. An act to add Section 1097.6 to the Government Code, relating to contracts.

• AB 302, Ward. Department of Technology: high-risk automated decision systems: inventory. Requires the California Department of Technology (CDT) to conduct an inventory of all high-risk automated decision systems being used in state agencies by September 1, 2024. An act to add Section 11546.45.5 to the Government Code, relating to automated decision systems.

• AB 334, Blanca Rubio. Public contracts: conflicts of interest. • AB 349, Ramos. Patton State Hospital: lease: housing and mental health services for homeless individuals. Authorizes the director of the Department of General Services (DGS), with the consent of the Department of State Hospitals (DSH), to lease a building at Patton State Hospital (PSH) to a nonprofit corporation or local government for the purpose of providing housing to homeless individuals and providing mental health services to those individuals. An act to amend Section 14672.95 of the Government Code, relating to state property. • AB 386, Stephanie Nguyen. California Right to Financial Privacy Act. This bill expands the type and amount of financial records that must be provided during investigations of suspected financial elder abuse. An act to amend Section 7480 of the Government Code, relating to privacy.

• AB 400, Blanca Rubio. Local agency design-build projects: authorization. Extends the sunset date, from January 1, 2025, to January 1, 2031, on provisions of law authorizing local agencies to use the design-build contracting method, and expands the types of JPAs that may use design-build. An act to amend Sections 22161 and 22169 of the Public Contract Code, relating to public contracts.

• AB 480, Ting. Surplus land. Makes numerous changes to the Surplus Land Act (SLA), including the disposal process, the authority of the Department of Housing and Community Development (HCD), and penalties for violations. An act to amend Sections 54222, 54222.5, 54223, 54224, 54225, 54226, 54227, 54230, 54230.5, and 54234 of, and to amend and repeal Section 54221 of, the Government Code, relating to local government.

• AB 516, Ramos. Mitigation Fee Act: fees for improvements: reports and audits. This bill requires local agencies to provide more information in their Mitigation Fee Act reports. An act to amend Sections 66006, 66008, and 66023 of the Government Code, relating to development fees.

• AB 534, McCarty. Local agencies: airports: customer facility charges. This bill eliminates the deadline by which airports must initiate the process for obtaining the authority to require or increase an alternative customer facility charge and removes provisions that end authority to charge a customer facility charge when the bonds, or other forms of indebtedness, used for financing are paid. An act to amend Sections 50474.21 and 50474.3 of the Government Code, relating to local government.

• SB 537, as amended, Becker. Open meetings: multijurisdictional, cross-county agencies: teleconferences. Allows multi-jurisdictional, cross-county local agencies with appointed members to teleconference without meeting all of the teleconferencing requirements of the Ralph M. Brown Act (Brown Act). An act to amend Section 54953 of, and to add and repeal Section 54953.4 of, the Government Code, relating to local government, and declaring the urgency thereof, to take effect immediately.

• AB 553, Ramos. Department of Justice: Bureau of Gambling Control. Requires, by June 1, 2025, the Department of Justice (DOJ) to develop and implement a policy and procedure for employees assigned to the Bureau of Gambling Control (BGC) to formally track those hours and other expenses that can be charged to the Indian Gaming Special Distribution Fund (SDF), as specified. An act to add Section 15002.6 to the Government Code, relating to the Department of Justice.

• AB 557, Hart. Open meetings: local agencies: teleconferences. Eliminates the sunset date on provisions of law allowing local agencies to use teleconferencing without complying with specified Ralph. M Brown Act (Brown Act) requirements during a proclaimed state of emergency. An act to amend and repeal Section 54953 of the Government Code, relating to local government.

• AB 562, Wendy Carrillo. Local government finance: the County of Los Angeles. This bill repeals a requirement for Los Angeles County to submit its budget to the Governor, Legislature, and State Auditor each year, among other requirements. An act to repeal Chapter 12 (commencing with Section 30600) of Division 3 of Title 3 of the Government Code, relating to local government.

• AB 570, Gallagher. Fire protection: Special District Fire Response Fund: county service areas. This bill makes county service areas (CSAs) that are formed exclusively for fire protection services eligible for receiving grants that are funded by the Special District Fire Response (SDFR) Fund, as specified. An act to amend Section 8586.9 of the Government Code, relating to fire protection.

• AB 590, Hart. State-funded assistance grants and contracts: advance payments. Authorizes a state agency administering a grant program to provide for advance payments to a recipient 501(c)(3) nonprofit organization, as specified. An act to add Section 11019.3 to the Government Code, relating to state government.

• AB 658, Mike Fong. Public employment: retirement: benefits. Authorizes the City of San Gabriel, pursuant to a memorandum of understanding (MOU), to provide different post-retirement health care employer contributions for California Public Employees' Retirement System (CalPERS health plan coverage to new employees who begin employment after the adoption of the MOU than that offered to current employees, and makes clarifying changes to the Judges' Retirement System II (JRS II), among other provisions. An act to amend Section 75523 of, and to add Section 22904 to, the Government Code, relating to public employee benefits.

• AB 744, Juan Carrillo. California Transportation Commission: data, modeling, and analytic software tools procurement. Requires the California Transportation Commission (CTC), to convene relevant state agencies to assess the procurement and implementation of data, modeling, and analytic software tools to support various state goals, and requires the CTC to develop, by July 1, 2025, a proposal to procure and a process to provide access to data, modeling, and analytic software tools, among other provision. An act to add Section 14533.4 to the Government Code, relating to data analytics.

• AB 781, Maienschein. Accessibility to emergency information and services: emergency shelters: persons with pets. This bill would require all counties plans, and cities with previously adopted emergency plans that designate emergency shelters, to update their emergency plan and designate emergency shelters able to accommodate persons with household pets. This bill additionally requires cities and counties, to the extent practiCable, to designate a cooling center or warming center open to pets when any number of centers are opened. An act to add Section 8593.10 to the Government Code, relating to emergency services.

• AB 821, Grayson. Planning and zoning: general plan: zoning ordinance: conflicts. Requires a local agency to approve developments that are consistent with its general plan but not the applicable zoning ordinance, or to make the zoning ordinance consistent with the general plan within 180 days, and provides a legal remedy to ensure compliance. An act to amend Section 65860 of the Government Code, relating to land use.

• AB 839, Addis. Residential care facilities for the elderly: financing. Adds residential care facilities for the elderly (RCFEs) to the list of facilities eligible to participate in financing and funding programs offered by the California Health Facilities Financing Authority (CHFFA). An act to amend Section 15432 of the Government Code, relating to residential care facilities for the elderly, and making an appropriation therefor.

• AB 946, Stephanie Nguyen. Emergency services: endangered missing advisory. This bill codifies the California Highway Patrol's (CHP) existing Endangered Missing Advisory (EMA) Alert Program. An act to add Section 8594.11 to the Government Code, relating to emergency services.

• AB 956. Alvarez. California State Auditor: background checks. This bill requires the California State Auditor (CSA) to collect fingerprints from prospective employees and contractors, as specified, and complete a background check with the Department of Justice (DOJ). An act to add Section 8544.1 to the Government Code, relating to the California State Auditor, and making an appropriation therefor.

• AB 965, Juan Carrillo. Local government: broadband permit applications. Requires local agencies to undertake batched processing for broadband permits. An act to add Section 65964.3 to the Government Code, relating to local government.

• AB 1020, Grayson. County Employees Retirement Law of 1937: disability retirement: medical conditions: employment-related presumption. Expands the scope of rebuttable presumptions to include the following additional injuries: post-traumatic stress disorder (PTSD), tuberculosis (TB), skin cancer, lower back impairments, Lyme disease, and meningitis, for purposes of qualifying for a disability retirement under the County Employees Retirement Law (CERL) of 1937. An act to amend Section 31720.5 of, to add Sections 31720.92, 31720.93, 31720.94, 31720.95, 31720.96, and 31720.97 to, and to add and repeal Section 31720.91 of, the Government Code, relating to county employees' retirement.

• AB 1023, Papan. California Cybersecurity Integration Center: school cybersecurity. This bill expands the scope of the California Cybersecurity Integration Center (Cal-CSIC), within the California Office of Emergency Services (OES), by explicitly requiring Cal-CSIC to coordinate cyber threat information sharing with school districts, county offices of education, and charter schools, and adds the California State Department of Education (CDE) to Cal-CSIC, as specified. An act to amend Section 8586.5 of the Government Code, relating to school security.

• AB 1025, Dixon. County government: contract legal counsel: elected treasurer-tax collector. This bill allows elected treasurer-tax collectors to require the board of supervisors to contract with outside legal counsel upon request if there is a conflict of interest on the part of the county counsel or district attorney. An act to amend Section 31000.6 of the Government Code, relating to local government.

• AB 1163, Luz Rivas. Lesbian, Gay, Bisexual, and Transgender Disparities Reduction Act. Expands the data collection requirements in the Lesbian, Gay, Bisexual, and Transgender (LGBT) Disparities Reduction Act, to additionally apply to the Department of State Hospitals (DSH), the Department of Rehabilitation (DOR), the Department of Developmental Services (DDS), and the Department of Community Services and Development (CSD). An act to amend Section 8310.8 of the Government Code, relating to data collection.

• AB 1185, Gabriel. California State Nonprofit Security Grant Program. This bill authorizes the California State Nonprofit Security Grant Program (CSNSGP) to provide grants to an applicant that provides support to at-risk nonprofit organizations, as specified; prohibits consideration of prior history with or receipt of grant funding in evaluating applicants; and, requires consideration to whether an applicant is more likely to be a target of hate-motivated violence based on the demographic of the population served, as specified. An act to amend Section 8588.9 of the Government Code, relating to state government.

• AB 1187, Quirk-Silva. California Victim Compensation Board: reimbursement for personal or technological safety devices or services. This bill authorizes the California Victim Compensation Board to reimburse the expense of counseling services provided by a Certified Life Specialist who provides counseling under the supervision of a licensed provider, subject to the board's approval and limitations set by the board. An act to amend Section 13957 of the Government Code, relating to crime victims, and making an appropriation therefor.

• AB 1259, Soria. Dissolution of redevelopment agencies: enhanced infrastructure financing districts: City of Merced. Allows the City of Merced to initiate, participate in, finance, or govern an enhanced infrastructure financing district (EIFD) if it meets specified conditions. An act to amend Section 53398.54 of the Government Code, relating to local government.

• AB 1345, Hart. Residential Exclusive Listing Agreements Act. Prohibits the predatory practice of entering into exclusive residential listing agreements lasting more than 24 months or renewing an exclusive listing agreement to last longer than 12 months. An act to add Section 1670.12 to the Civil Code, and to add Section 27280.6 to the Government Code, relating to contracts.

Permits a court to award disgorgement in consumer protection cases brought by the Attorney General, and to award the proceeds from those actions to create a Victims of Consumer Fraud Restitution Fund. Expands the requirement of general contractors and specified subcontractors to complete and submit a prequalification questionnaire and financial statement prior to bidding on school construction projects to include projects using state General Fund resources. • AB 1484, Zbur. Temporary public employees. Amends the Meyers-Milias-Brown Act (MMBA) to require inclusion of temporary employees in the same bargaining unit as permanent employees, among other provisions. An act to add Section 3507.7 to the Government Code, relating to public employment.

• AB 1637, Irwin. Local government: internet websites and email addresses. Requires cities and counties that maintain websites to utilize a ".gov" or ".ca.gov" domain. An act to add Section 50034 to the Government Code, relating to local government.

• AB 1638, Mike Fong. Local government: emergency response services: use of languages other than English. Requires, commencing January 1, 2025, local agencies, in the event of an emergency in the jurisdiction of the agency, to provide information related to the emergency in all languages spoken jointly by five percent or more of the population whenever those same people also speak English less than very well, as specified. An act to add Section 7299.7 to the Government Code, relating to local government.

• AB 1649, Kalra. Local Agency Public Construction Act: change orders: County of Santa Clara. This bill allows, until January 1, 2027, the County of Santa Clara to increase the change order limits that do not require 4/5 board approval for certain construction contracts. An act to amend Sections 20142 and 20395 of the Public Contracts Code, relating to public contracts.

• AB 1684, Maienschein. Local ordinances: fines and penalties: Cannabis. Expands existing law that allows local agencies to immediately impose administrative fines or penalties for specified violations that exist as a result of the unlicensed cultivation of Cannabis to also include the unlicensed manufacturing, processing, distribution, or retail sale of Cannabis. An act to amend Section 53069.4 of the Government Code, relating to local government.

• AB 1753, Committee on Local Government. Local government: reorganization. This bill makes several non-controversial changes to the local agency formation commission (LAFCO) statutes, which govern local government organization and reorganization. An act to amend Sections 56658 and 56882 of the Government Code, relating to local government.

• AB 1759, Committee on Accountability and Administrative Review. State archives. This bill requires the state agencies to notify the Secretary of State (SOS) when records are digitized, regardless of whether this is accomplished by a third party vendor. Additionally, the bill requires the Records Management Coordinator (RMC) of a state agency to notify the SOS when a record is lost or destroyed. An act to amend Sections 12220, 12222, 12227, 12230, 12274, and 12274.5 of the Government Code, relating to public records.

• SB 27, Durazo. University of California: vendors. This bill requires University of California (UC) vendors to provide their employees with the total compensation specified by the vendor's contract, as well as make certain payroll information available to employees, the UC, and exclusive employee representatives. Additionally, this bill provides a pathway for employees of a vendor contracting with the UC to recover compensation and civil damages. An act to add Section 10527 to, and to add Article 2.7 (commencing with Section 10510.50) to Chapter 2.1 of Part 2 of Division 2 of, the Public Contract Code, relating to contracts.

• SB 101, Skinner. Budget Act of 2023. This bill contains the 2023 Budget Act. This bill represents a budget package that authorizes General Fund expenditures of $227 billion and assumes $235.5 billion in total General Fund resources. Under this budget act, there are combined total reserves in the Budget Stabilization Account (BSA), the Special Fund for Economic Uncertainties (SFEU), the Public School System Stabilization Account (PSSSA) and the Safety Net Reserve of approximately $37.2 billion. This bill authorizes a neighborhood council, as specified, to use alternate teleconferencing provisions related to notice, agenda, and public participation, subject to certain requirements and restrictions, if the city council has adopted an authorizing resolution and two-thirds of an eligible legislative body votes to use the alternate teleconferencing provisions. An act to add and repeal Section 54953.8 of the Government Code, relating to local government, and declaring the urgency thereof, to take effect immediately.

• SB 416, Laird. State agencies: building and renovation projects: LEED certification. This bill requires any new building or major renovation project undertaken by a state agency on or after January 1, 2024, to obtain the Leadership in Energy and Environmental Design (LEED) Gold or higher certification, except as provided. An act to add Section 8316 to the Government Code, relating to greenhouse gases.

• SB 447, Atkins. GO-Biz: Building and Reinforcing Inclusive, Diverse, Gender-Supportive Equity Project. This bill establishes the Building and Reinforcing Inclusive, Diverse, Gender-Supportive Equity Project (BRIDGE Project) within the Governor's Office of Business and Economic Development (GO-Biz), to raise public awareness and promote civil rights and antidiscrimination through education, advertising, and marketing activities. This bill also permits GO-Biz to contract with appropriate advertising agencies, and requires any media campaign to not promote political purposes or feature a public official or candidate for elected office, as specified. This bill also requires GO-Biz to convene an advisory committee to advise the office on BRIDGET Project media campaigns, as specified, notes that nothing in this bill will require a state employee or officer to travel to a state or state that have enacted a law that would discriminate as defined, and permits GO-Biz to consult with a state agency with expertise relating to the purpose of the BRIDGE Project, as specified. An act to amend Section 12096.3 of, to add Article 16 (commencing with Section 12100.170) to Chapter 1.6 of Part 2 of Division 3 of Title 2 of, and to repeal Section 11139.8 of, the Government Code, and to amend Section 4646 of the Welfare and Institutions Code, relating to economic development, and declaring the urgency thereof, to take effect immediately.

This bill authorizes a state employee to choose to receive eight hours of holiday credit specifically for observance of a holiday or ceremony of the state employee's religion, culture, or heritage in lieu of receiving eight hours of personal holiday credit. • SB 676, Allen. Local ordinances and regulations: drought-tolerant landscaping. Specifies that cities or counties may not prohibit the installation of drought-tolerant landscaping using living plant material on residential property, and repeals existing provisions regarding the ability of cities or counties to prohibit or restrict the installation of synthetic grass or artificial turf on residential property. An act to amend Section 53087.7 of the Government Code, relating to local government.

• SB 681, Allen. Political Reform Act of 1974: amendments. This bill reduces the time from twelve to eight days that bills amending the Political Reform Act of 1974 (PRA) be in final form before passage in each house. The bill retains the twelve day requirement if the previous form of the bill did not amend the PRA. This bill requires a city or county to provide a business license or permit applicant with a statement about the applicant's legal obligations under state and federal disability access laws. • SB 790, Padilla. Public records: contracts for goods and services. This bill specifies that a government contract for goods or services is a public record subject to disclosure under the Public Records Act (PRA) unless the contract is exempt from disclosure under state or federal law. Under the bill, a provision in a written agreement that states that a government contract is exempt from public disclosure is void and unenforceable. An act to add Section 7928.801 to the Government Code, relating to public records.
