PASADENA -- For a recent interview, Los Angeles County court Commissioner Ti-Osha Nichole Butler lit a scented candle in her chambers before taking a seat to reflect on bail matters she had just heard.

A woman brought in by the sheriff's department had been arrested following a domestic fight. Butler had decided against bail.
