Los Angeles County Superior Court Commissioner James I. Montgomery had been an attorney for some 40 years when, one day, a realization came to him in the halls of the Stanley Mosk Courthouse.
"I just watched people going in small claims, unlawful detainer courts, the civil courts," he recalled. "I just watched all the people and said, 'These are the people that the courts serve.' And I just thought, 'I could do that.'"
